A: Phase 1 is on schedule with a completion date of early November 2009. Phase 2 can go out to bid once the necessary funds for this phase are secured.

A: 3,200,000 Million Dollars

A:1,350,000 million dollars from public sources.
1,850,000 million dollars from private sources.

A: Yes, the Winchester Field Development Council is a non-profit that has been approved by the IRS as a 501 (c) (3) entity.
